If I alt tab out, and then click back in, it sets my frame rate down to 60. I have to change my settings to turn vsync on, then turn it off. 50% of the time that fixes it. I had that issue of it going from 60 to 45, and it stopped by changing to Dx9 legacy renderer. That actually fixed it.
If you still think it's too small, you can change the size by editing the game.cfg file in: \Riot Games\League of Legends\Config. The third line is CursorScale=1.0000. If you change that value to e.g. 2.0000 you'll have it 200% bigger. I'll assume it's allowed, since this screenshot
